Three teams shortlisted for Scarborough Metro contract

Three crews have been shortlisted by Infrastructure Ontario and Metrolinx for the Stations, Rail and Systems (SRS) package for the 7.8-kilometre (4.8-mile) Scarborough Subway Extension. Teams will have until this summer to submit their evaluation proposals for the project, which will be delivered using a phased design-build model.

This is a new form of contract, with a very different approach to project development and planning than Ontario’s traditional P3 contracts. This represents an example of how we work closely with the market to select the right approach to deliver these projects as quickly as possible. This subway extension will bring direct subway service further into Scarborough and provide more modern and faster transit options for customers around the area,” said Phil Verster, President and CEO of Metrolinx.

The project is delivered in two contracts with the SRS package including the extension of the TTC Line 2 metro, tunnel works along the length of the route, three new stations, emergency exit buildings, substations electric traction and modifications to Kennedy Station and transit connections. TTC Line 2, Eglinton Crosstown LRT Line 5, GO train service and Durham Region Transit bus service. The project’s first contract, the Tunnel Advance Contract, was awarded to Strabag in May 2021.

The three-stop Scarborough Subway Extension is one of four priority subway projects in the Greater Toronto Area and is part of the largest subway extension in Canadian history. It will extend the Toronto Transit Commission (TTC) Bloor-Danforth Line 2 from Kennedy Station to a new terminus at Sheppard Avenue and McCowan Road.

Infrastructure Ontario and Metrolinx will evaluate submitted proposals for the SRS set and award the development contract in fall 2022 with a construction contract awarded in mid-2024.
